Centers for the crystallization of innovative projects — SMEs of the cluster
Broad network cooperation with RAS, research institutes and universities, including creation of scientific and educational centers with high-tech laboratories headed by leading scientists
Accumulation of highly skilled human resources
Close cooperation with development institutions as well as with industrial partners
Creation of integrated technological chains in product development: research laboratories — engineering centers — small project companies — production sites
Consolidated participation in government programs for the development of territorial and industrial clusters, representation and protection of the participants' interests in federal and regional authorities
Joint solution of training issues
Unified and understandable development strategy for all participants until 2020
Creation and development of service competencies common to all cluster members
